I think you really need to save up more. 200USD isn't enough for a decent upgrade.

With just a 200USD budget:
A Ryzen 2600 + a B450 mobo is around 2-4% slower than your i3-8100 - EXCEPT! Except in games that use more than 4 cores/threads, then the Ryzen 2600 pulls ahead.
Ryzen 3600 would be better, but it's well out of your budget.

The GTX 1650 Super and RX 580, the strongest options within your budget, are around 2-8% uplift on average over your current gpu.

Those gains are not good within that budget.

What if I were to bump up my budget to about $250? Any good options that'd last some time?
 
Speed? With 16 gigs of RAM at 3000 Mhz +, you should be able to reuse it. Unless it is at lower speed, then performance will be impacted.
