I have an i3-8100 and a GTX 1060 3GB, I'm wondering which component I should upgrade with a budget of around $200.

The 1060 3GB should be okay for slightly longer at 1080p, but I would upgrade that CPU first. What are your full specs (including mobo and RAM amount with speed)? Perhaps you can get away with upgrading the CPU only and saving money for a GPU upgrade later on.

CPU all the way, unless you can sell 1060 and added to 200 budget then buy new graphics card

I think you really need to save up more. 200USD isn't enough for a decent upgrade.

With just a 200USD budget:
A Ryzen 2600 + a B450 mobo is around 2-4% slower than your i3-8100 - EXCEPT! Except in games that use more than 4 cores/threads, then the Ryzen 2600 pulls ahead.
Ryzen 3600 would be better, but it's well out of your budget.

The GTX 1650 Super and RX 580, the strongest options within your budget, are around 2-8% uplift on average over your current gpu.

Those gains are not good within that budget.

What is your current RAM? Perhaps you can reuse it to save costs. $250 is really tight for a Ryzen 5 3600, new Mobo and RAM. Ideally, you also need to update that GPU.
