I have a budget of £90 to spend on making my PC quieter (it's literally a jet engine) and need help in deciding what is the most important thing to buy:

I could spend all my money on a really good quiet case (eg. be quiet! Silent Base 600) or something.

Or I could buy a better CPU cooler (eg. be quiet! Shadow Rock 3) in addition to some other stuff too like replacing my case fans or something.

I'm clueless so any help would be appreciated, thanks.

CPU: Ryzen 5 2600x
CPU Cooler: AMD Wraith Spire (stock)
Graphics Card: EVGA GTX 1060 3GB SC
Case: Some shitty unbranded one off Amazon (under £50)
RAM: 2 x Crucial 8GB 3200
PSU: Aerocool Integrator 500W 80+ Bronze Certified
Motherboard: Gigabyte B450M DS3H

The Wraith is a notoriously loud cooler. That "<Mod Edit> unbranded case" is probably not helping either. If you have poor case airflow that means the CPU cooler needs to run harder/louder.

What is your current airflow/fan situation in your case?
