For 2 weeks now I have had this problem that appeared after the PC froze (it has happened to me many times) that forced me to force it to shut down. When monitoring the performance values with MSI Afterburner it gives me normal readings (80-90 in demanding games) but it feels almost half of that, like 50-60, plus the textures take ages to load.
I tried using Vsync but in addition to the very high latency, it doesn't completely solve the problem because it still seems slow.
Could some configuration have been changed in the BIOS or in Windows that I am unaware of? Or did some component die with the freezing?

Psdt: I already reinstalled the OS and also in my BIOS it is impossible to make voltage modifications because it is not unlocked for overclocking. And also, the white light on the GPU (where the power cable is connected) has not turned on for months, but the PC was working normally until that incident.

Setup:
- Intel Xeon E5 2620 V3
- RTX 2060 6GB
- 16 GB RAM
- HDD 1TB WD Blue
-Rog Strix 650W PSU

If you need me to tell you something so you can help me, tell me, I didn't want to write much but I've already done all kinds of tests.

check temperatures of CPU and GPU
check frequencies as well using hwinfo

check event viewer of windows for errors while it freezes

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

I was testing with CPUid and the only "strange" thing I found was that the CPU has peaks and dips in voltage and that causes it to also have peaks and dips in all its parameters (Frequency, usage, etc.) and I noticed that the lag occurs when At the same time, the processor has a very high difference in highs and lows (type goes up to 90% and goes down to 20% in a matter of milliseconds) but I am not sure if this was the case before because I did not do performance tests.

Another thing, don't forget that the white light on the GPU does not turn on (which indicates if it is connected to the source).

- The temperatures of my PC are not exact because the sensors on my board are not precise (at least the CPU, the VRM and the board itself), but when this whole problem started I changed the thermal paste and it did not solve nothing.

- Use that command and everything is in order.

- I already did a clean boot and the problems persisted.

- I didn't know that page, I will download it and give you an answer, but according to the Windows native memory test there were no errors in the RAM.

- I will do the same thing that you tell me with official WD software and I will answer you later, what I did do was a test with crystaldisk (info and mark) and in 2 tests that I did there were differences in the reading/writing of the disk, in the first one was quite slow for my HDD (80-75 read/write) and a few days later in the second it was a little more normal (135-140 read/write of the 150MB/s that this HDD can reach).

- I had forgotten that Nvidia software, I will run it and I will respond later.

- The plate I use does not have or need a battery, I always used it like this but yesterday I put it on and there was no difference.

Edit: The event viewer says exactly this: Event 41, Kernel Power - The system was rebooted without a clean shutdown first. This error can occur if the system stopped responding, crashed, or lost power unexpectedly.
Edit #2: My board does not have an HDMI input to output video from the CPU. If I use DDU and all drivers are removed, will I still see my screen if I connect HDMI to the GPU?
