For 2 weeks now I have had this problem that appeared after the PC froze (it has happened to me many times) that forced me to force it to shut down. When monitoring the performance values with MSI Afterburner it gives me normal readings (80-90 in demanding games) but it feels almost half of that, like 50-60, plus the textures take ages to load.
I tried using Vsync but in addition to the very high latency, it doesn't completely solve the problem because it still seems slow.
Could some configuration have been changed in the BIOS or in Windows that I am unaware of? Or did some component die with the freezing?

Psdt: I already reinstalled the OS and also in my BIOS it is impossible to make voltage modifications because it is not unlocked for overclocking. And also, the white light on the GPU (where the power cable is connected) has not turned on for months, but the PC was working normally until that incident.

Setup:
- Intel Xeon E5 2620 V3
- RTX 2060 6GB
- 16 GB RAM
- HDD 1TB WD Blue
-Rog Strix 650W PSU

If you need me to tell you something so you can help me, tell me, I didn't want to write much but I've already done all kinds of tests.
I am impatiently waiting for your answers since I have tried practically EVERYTHING (software) to solve it and I am already somewhat frustrated haha. Thanks :)
 
check temperatures of CPU and GPU
check frequencies as well using hwinfo

check event viewer of windows for errors while it freezes

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)

check the hard drive for errors with the WDs tool and if available, update the firmware

use ddu uninstaller and reinstall the latest graphics driver

eventually replace the cmos battery
